It's hard to follow everyone back, and sooner or later I'm going to hit my level limit. I learned that the system automatically sets new users to follow the most active members, presumably to give them an idea of where the action is. At least one new user asked me if I was someone else because why else would I follow him? He had no idea that I was simply following back.
I make sure I only follow active users. Even if it means unfollowing other inactive users to make more room. I like the limit because it keeps the feed usable, unlike on twitter where I see people follow millions of people.
Oh, I agree. If I were to unfollow some of the inactive people so I could follow more of the active users, my feed would become unmanageable. It's already hopping now.

UPDATE: limit reached. No more following for me!
I had forgotten that when you create a new account it makes you follow active users, but it does make sense!
