Except, alcohol is not a basic biological function. Reproduction is. Telling people that they shouldn't have sex is as helpful as telling them they shouldn't eat.
We have very effective ways to prevent the spread of STDs without forcing people to not have sex. The problem as usual is Bible thumpers trying to impose ther medieval morality on others.
And your right. You can no more force people not to have sex than you can force them not to eat.
The only way to stop the sex drive would be to neuter everyone and they can't do that cause then new bible thumpers would not be drug into the churches to be brainwashed so the stupidity can continue, as it has for who knows how long.
Now if they had used that money for birth control or helping with farming or medical care, that would be a good thing, but they won't do that.
It's not that people don't believe in abstinence. It's that people have evidence to support the claim that abstinence-only programs aren't effective at combating sexually transmitted disease or even stop people from having sex. At most it creates an eighteen month delay on average.
So the complaint is not that abstinence was included in the programs, it's that abstinence was the only thing taught which exacerbated the problem.
