It's not that people don't believe in abstinence. It's that people have evidence to support the claim that abstinence-only programs aren't effective at combating sexually transmitted disease or even stop people from having sex. At most it creates an eighteen month delay on average.

So the complaint is not that abstinence was included in the programs, it's that abstinence was the only thing taught which exacerbated the problem.
