There was a program a few years back in my state (Massachusetts) called the The Healthy Incentive Pilot (HIP) which according to reports was wildly successful in shaping participants shopping behaviors. I posted a related link to the USDA Final Evaluation Report.
Loved the idea when I first heard of it, love to know there were already successful pilot programs.
Hell. This might be (a) new face to farm subsidies as we know it. Instead of throwing cash directly at farmers, throw cash at FS recipients who support the farmers. The consumers get healthier fruits and veggies, the farmers get paid to do what they do best.
