I'm pretty sure Snapzu is still too fresh and under heavy flux for enough "extraordinary" content to be accumulated to allow for insider jokes. When it gets more prominent though, I'd think it'll depend heavily on how the tribe chief perceives the value of such humour in that tribe.

(Don't worry, I don't even moderate any tribes! :p )
Some rules may help in the beginning. That could encourage more new members who stumble upon your site to get a better idea of what can be posted. Something to better "seed" the tribe with inspiration. It would help reduce confusion about the ambiguity of allowed content.
That said, you're right that with time you'll gather enough content for incoming members to get a more or less acceptable impression of what surrealism can be in this tribe. From then you can scrap the rules, but you could still do a regular discussion post for members to share or refine their ideas about surrealism.

I think even worse was that the privatisation was done right in the middle of a key figure's AMA session. He was fuming about it on his Twitter. Regardless of the reason behind Victoria's dismissal, couldn't they at least wait until he was done before making /r/IAmA private?
On a separate note, it might appear that the wave of subreddit privatisation is waning.
