If you're annoyed by it, don't tip them. If enough people don't tip them and they can't afford to pay rent, then they'll stop doing it. But if enough people are encouraging them by tipping them, then it's something that is becoming more socially acceptable. For me, I'd just walk by without giving it any real thought, I'd be more apt to contribute to the tip jar of a musician than scantly clad ladies/gentlemen.
