There's a post in the /t/ideasforsnapzu tribe which goes over the benefits of these filters. Going to the tribal feed to get this ability is nice, but I'd think most people will be using the main page of this site instead. Though the devs/admins probably have analytics of site usage which will tell them for sure.
I've seen a few other users post tutorial gifs and jumped on the bandwagon. As a new user there are still many features that are great, but not quite obvious on how to find them. Showing the feature visually tends to be easier to grasp.
Ah here we go, this gear is super helpful. I wasn't really looking to block specific tribes (I wouldn't have joined them if I didn't want to see them), I was just bothered by the flood of comments that hid the actual threads. Now I can turn off third-tier comments, at least. Is there any way to quickly see what tribe each comment is posting on? I see each comment has a "Posted in:" but it doesn't say the actual tribe.
