That's correct, here's the post regarding down voting based on level. This is a good step forward, but I think level 1's should not be able to down vote content at all. Level 1's are new to the community and are not familiar with how the down vote button works here. A lot of our new users are coming from Reddit and similar sites and are using the voting system the way they have always used it. This causes problems with the existing community. In my opinion, a completely new user should have no influence in deciding what is inappropriate content.
I said something similar along these lines, also maybe for those not allowed to downvote the button rather takes them to a page explaining the rules on downvotes including their lvl restrictions.
On the downvoting limits, it was mentioned recently that there would be per day downvoting limits based on your level.
