Lelouch is definitely a great character. Too often you see characters with only one generic motive. Lelouch has the main motive of wanting his sister to live in a better world, but a lot of things he does are also driven by his hate for his father and his hate for injustice.
He might not be the most likeable character, but I'd say Suzaku is necessary for Lelouch to be a great character. They come from similar situations and want to achieve the same goals but their methods are very different.
