Unfortunately the US is to blame for many of these problems. The failed war on drugs has given rise to Mexican drug gangs that act like they are, well, at war. Armed to the teeth and willing to kill anyone that tries to stop them.
Prohibition lasted 13 years and it did nothing to stop people drinking alcohol, if anything it made it more dangerous through poisoning, getting beat up as normal business practice or getting killed though corporate takeovers....oh wait...
