I think this is a problem that's already been solved by programs like Flattr. That being said, I can see this as another way for companies to try to make money off of the internet and it's going to fail just like every other attempt over the past 20 years. If you lock it down, people will find a way around it or you will go under trying to chase the cash.
The internet isn't about making money, it's about communication.
