I can tell you what Chavez did. He had his supporters buy all the television channels, except for two. He then removed the license of one of the others (one of the oldest tv networks in the country) for broadcasting on public television, effectively forcing them off the air. The remaining one did not have a very wide reach, so they let it be, not with it constantly threatening them and smearing them because of their "fake news".
If there's something I've learned from living in several vastly different countries, it's that people are the same everywhere. This is why Democracy is doomed to fail.
