    While recognizing a poor hungry persons necessity to steal food from a grocery store is in essence an act of desperation, this act should not be taking place in a civilized society.

    A measure of society is how it treats its most vulnerable.

      I'm also fond of Roosevelt's Second Bill of Rights wherein he quotes a ruling from British law:

      We have come to a clear realization of the fact that true individual freedom cannot exist without economic security and independence. “Necessitous men are not free men.” People who are hungry and out of a job are the stuff of which dictatorships are made.

      Naturally, the US wanted nothing to do with sentiment like that.
