Yeah, people moving away is symptom of a much deeper issue. I really hope the downvoting here will stay at the level it's now, because that's 90% of the reason why there is no real discussion in Reddit. I'd prefer "upvote / flag for breaking site or tribe rules".

Precisely this. Upvotes and flags. The two must not seem like a binary system where one equals the negative of the other.
