I doubt they'll make it all the way to 23. Other shows with long runs like this experience the same kind of problems and without a massive overhaul- (or in South Parks case), reconnecting with what made them so original, their social commentary. They'll be marked for cancellation soon enough.
At only 10 episodes a season, the network isn't spending a ton on this and it still gets good ratings for them, cancellation doesn't look likely right now.
