There was someone mass downvoting randomly until he got caught by the admins. Might have been him. Now everyone is limited to a number of downvotes based on their level.
May be that Guy Fawkes mask you have. Lots of people don't like them. And like it or not, most people use a downvote button as a like or don't like button.
I have it because it came with the comic, which most people have sadly never had the opportunity to read. Everyone knows it from anonymous and the movie :(

Ya know, I wasn't really sold on this whole leveling system, but I can see the benefit of it for reasons like that, with the limited downvotes based on level. I know someone who is determined will still unnecessarily downvote but it will at least slow them down.
