If the conversation re: pollution was rather addressed as production to pollution ratios, then the U.S. would set the most standards as to efficiency.
If the developed countries of this world continue to outsource "dirty industry" to the third world that have little to no regulation, then the problem can do no more than grow exponentially, despite any climate treaties/protocol.
