Saudi women will no longer need a man's permission to travel or study
A move by Saudi Arabia to give women more control over their life choices by relaxing a controversial male guardian system has been welcomed as another small step for women in the conservative kingdom. Saudi Arabia is well known to be one of the world's most gender-segregated nations, where women live under the supervision of a male guardian, cannot drive, and must wear head-to-toe black garments in public.

Wow! So progressive. They need to be careful with all these new liberties, they risk jumping too quickly forward to the 13th century.
Wouldn't worry too much. This is a Nairobi newspaper's fourth- or fifth-hand, indirect, hypothetical, conditional, qualified report in the abstract that such and such a thing may occur in future. It's like saying that one afternoon in the seventh century may've felt like the eighth for a minute there, depending on who was paying attention. Almost makes you wonder why a warm bucket of spittle like this story got major play, almost. No there there.
