It certainly can, and it probably is somewhat inevitable as any social platform grows. The biggest problem I have with circle jerkery is that as it gets exponentially larger it starts to spill out all over the place. This can lead to people self censoring perfectly valid ideas for fear of getting piled upon by the weight of the most popular cliques.
