Yes, IE does have "InPrivate Browsing", which should be similar to Incognito mode & Private browsing. It even has the same hotkeys as Firefox Private browsing (Ctrl+Shift+P).
Looking at the blurb you get when opening it, it does seem pretty identical to what the other browsers offer:
InPrivate Browsing helps prevent Internet Explorer from storing data about your browsing session. This includes cookies, temporary Internet files, history and other data. Toolbars and extensions are disabled by default.
I believe this has been available since IE 9, could be it was introduced in IE 10 though.
