    Not sure about the percentage related to position on the page, but as for the icons it would be important that they were not a pair. Any kind of paired icons will still represent a like/dislike relationship. Instead, the report button could be placed next to the reply and link buttons at the bottom of a comment and somewhere near the reply box of a snap.
