This looks like a current problem I've been seeing with limiting the amount of tribes you submit to. The tribes the posts were submitted are different except for Research. But when things are "reposted" into other tribes, people still downvote it even if it is COMPLETELY unique in the tribes it's posted to. Someone recently ignored the Pokemon tribe when posting news about a Pokemon game, and I was afraid to repost it because people would downvote me.
We have upcoming functionality that will allow tribe chiefs/moderators to mirror snaps into their tribes without the need to create a new snap. This is coming in a future release, and is briefly documented here under "Planned Functionality for Release 5.2".
