    I've been a moderator of a forum of active users up to twenty-four thousand. For the most part the users policed themselves and we cleaned up the trash when called or it was obvious things got out of hand. I made it a point to regularly connect with the members to see what they thought and what suggestions they had. By and large things went well until the top mod (the chief here) threw all that out the window. So I stepped down.

    If the users disagree with you then my recommendation is to either listen to them or step down. Of course, if what they want will arouse the ire of the admin then naturally you'll need to crack down.
