I second Canva as they really do have some great premade templates. All of my Pinterest images I've made there (using free options) and I've had great overall results with em. I also found it to be a little more user friendly than some of the other options.

By pictures, what do you mean exactly? Cover images? Photographs? Graphics?
I'm 100% certain Canva and PicMonkey have Pinterest templates.
