    > How does Homura’s character in the show compare to her character in Rebellion?

I think that Homura's character in the show and in Rebellion are basically the same. Rebellion Homura is a lot crazier in Rebellion, but I also think that Homura kind of went crazy after the series ended. She had lost the person that gave her entire life meaning, and she was starting to believe that Madoka never existed.

    > Did Homura take the best course of action in trying to save Madoka?

No, she didn't. She rewound hundreds of times, and it seems that each time she either went with one of two options: A.) tell Madoka immediately, or B.) don't tell her at all. I think Homura should've gone for some medium of helping Madoka rather than the two extremes she always went for. However, the only reason that Madoka was able to beat Walpurgisnacht is because Homura fucked with time like she did, and ended up making Madoka more powerful than she ever would have before.

    > Was what Homura did at the end of Rebellion morally wrong? Why or why not?

No, it wasn't morally wrong (in Homuras eyes.) Rebellion/Show Spoilers

    > Furthermore, were these actions in line with her character from the show or were they out of left field?

The actions in Rebellion are perfectly in line with Homura's character. When I first watched the movie, I thought that her actions at the end of Rebellion made no sense whatsoever. Looking back on it though, they make perfect sense. Homura spends years rewinding the same month to try and save Madoka, and her entire existence is centered around Madoka herself. So at the end of the show when PPMM Ep. 12

    > Is Homura evil?

No, she's not. She Rebellion Spoilers

Homura's still my favorite character in the show though.
