I can't say this enough. Voting does not imply democracy. People vote regularly in places like Zimbabwe, Venezuela, North Korea, and Cuba.
Voting as the main mechanism of democracy is a myth that politicians love to cultivate, because it gives people the illusion of control and keeps them quiet. As Goethe said, "None are more hopelessly enslaved than those who falsely believe they are free".
Mao said "Political power grows from the barrel of a gun", Churchill in the House of Commons: "No one pretends that democracy is perfect or all-wise. Indeed it has been said that democracy is the worst form of Government except for all those other forms that have been tried from time to time."
I guess a benevolent dictatorship is the best we could hope for, though they are often short lived.
