I think Hillary is smart to dodge the Keystone question, politically speaking. This way she doesn't come off as antagonistic to the Obama administration whose goodwill can potentially make or break a campaign. But in terms of the voting base it's a huge mistake because we know the pipeline is a bad deal for everyone but the oil barons and financial elites. It further reinforces our dependency on fossil fuels, which is not something we need more of.
So her solar initiative probably answers the question regarding her opinion regarding the Keystone pipeline, but she's going to try to straddle the fence rather than risk upsetting the status quo.
