Actual this is a trick Chavez used a lot. Say something that makes you look like you're stupid, while behind the scenes you're doing what you want. People waste time talking about how dumb you are, plus are less likely to believe what is really happening.
I know what you mean but after two terms of President Cheney, I’ve come to believe it’s possible to be at once stupid and evil.
