I don't get it. She got away for a few days, but they are still going to mail her the ticket and bill her for the destroyed parking wheel boot. But, thug life I guess... lol
I don't think there is anything to get. The use of the word "thug" is a pejorative as if to say, "Look at this crazy black person".
You're right, mixed with the music and the generalization of what happened it makes perfect sense of how this would be pejorative.
