    Well, it's free for those already invested in the ecosystem (e.g. have a "recent" copy of Windows). Also, something being unavailable due to something like a staggered roll out is somewhat frustrating, one of those "why did they get it but I didn't?" moments.

    Also, it gives the whole "because reasons" vibe to not being able to get something, which can be frustrating as well.

    Still, it's a legitimate strategy from Microsoft & I'm guessing it won't affect most of their customers as it doesn't seem to be that hyped of a thing in "average" consumer circles and I'd guess the demand from such parties is consequently lower, it happens when it happens. And more tech savvy individuals who are interested probably took part in the insider program, so this hopefully ends up being a minority issue that then ends up being resolved by simply waiting. :)
