I also wonder, in part related to the last half of the article about reflecting on how they used intelligence, how they were able to foil these terror plots -- what kind of surveillance was used? My guess is that, partly because they're not proudly stating it, it had little to do with dragnet surveillance which they're pushing for more and more.
