The rats exposure began in utero. Unless they used really tiny sources on their developing ears, this pretty much eliminates any meaning as relates to causing brain cancer in humans. Whole body radiation on tiny animals =/= human use, even if the power levels and frequencies matched.
I bet I could hook up cages of rats to an rf sig-gen for a lot less than $30 million too.
