    The eye started under water and most underwater animals can see better than land animals (humans). The eye was originally evolved under water and was kind of made to process the light bending through the water. Once animals stumbled upon land they werent able to see very well because the light wasn't being bent anymore. Evolution can't wipe the slate and restart because conditions don't match up to what it was made for. You can only make small changes to what's already been formed Neil Degrasse Tyson has a great piece about how the human eye formed in the TV show the cosmos. I can't find the clip. Anyway I know it's a little off topic of the article you shared but I thought you'd enjoy it.
