Their health & safety laws (if any) need strengthening.
That costs money. The reason stuff from China is so cheap is that they don't have expensive things like OSHA and the EPA to keep them in check. If they start conforming to safety and environmental standards, there would be no more reason to manufacture stuff there. Oh, wait...
