The thing I love about this concept is the machines in question are probably set to 'Never Win' and are left in the casinos because they keep making so much money... of course, these days the win/loss ratios can be set by computer (trust me, this is a thing), but back in the day all they had to do was put some little mechanical switch in the works so it never stops on Jackpot...
