While the photo looks bad, I can see why the officer pulled his weapon in this instance. He had no assurances that the driver wouldn't try to back up and run him over, too. He was solo, on a bike, and had to make a difficult call to keep himself and others safe.
That being said, this would have been a perfect opportunity for body cameras. People could see this exact actions. As it is, the one stand-along photo looks like he was having his own rampage.
