It's a shame that there is absolutely no way to change your phone number and/or switch providers (I bet another provider would waive that $5 fee to lock you you in to a 2-year contract).
I guess you just have to pay $60/year, remain a victim, and bitch about the "government" not "doing something" to fix your problem.
