Only if by "modern history" you mean after Obama. Shutdowns have been a thing since Reagan.

This is the first real government shutdown under one-party government, ever
I guess. I mean it would have taken 60 votes to shut down the filibuster, which you can't get to when every democrat and a few of the republicans voted no on a bill they all agreed with. Congress is a retarded, dysfunctional disgrace.
And the first year ends with a shutdown. Can't wait to see what's in store for season 2!
And here I thought House of Cards was unrealistic, that shows feels a lot more normal as each day passes.
S02E01 (January 2018) has me on the edge of my seat already, so many cliffhangers!
It's almost like it was designed to make a majority party try to work with the opposition. Who knew?
