Interesting thought provoking article. While we are thinking of building on water, we should first focus on taking care of those waters. Stop decimating the creatures that live within them, stop polluting the water and the life it holds, and get rid of the cities that are already floating; cities of trash.
Yep the scenario seems almost dreamy... in reality its a lot of work to make this a reality, specifically making sure to prevent environmental disasters as well as clean up the the current state of the oceans, its embarrassing.
