    The payments Trump is ending, so-called cost-sharing reduction subsidies, total $7 billion. Their loss could further destabilize the individual insurance market,

    The whole point of the order is this... destabilization will lead to the probable collapse faster than letting it run its course at 10%+ yearly premium increases and $10k deductibles.
