Sadly their training makes sure they always aim for the torso as its the easiest and largest target to aim for on a human and also doesn't flail around as much. After looking at the video, the cop made numerous attempts at getting this dude to put his hands out the window and remain in a position that is non threatening, he didn't do that and instead got out and walked towards the officer. At this point, I don't think they look at your arms and just see a big mass move towards which is even worse when it comes to a reaction. Oh well, its tragic that a life was lost, its even more tragic that he chose to completely disobey the police in order to lead up to that loss of life.
