I've noticed, too, how the bureacrats seem to multiply even as an organization eliminates the positions that actually accomplish something. I think it's because it's bureaucrats themselves who are making the hiring and firing decisions, and many of them have no idea how the organization works, but as they consider themselves vital and necessary, they think that more vital and necessary people like them are needed - people who who will form a supportive organizational subgroup around the person/people who hired them.
