When a corporation says "we operate under government guidelines" what they really mean is "we have paid the political prostitutes to let us screw everyone else for money, as we do them".
You don't need a 100% scientific proof to know that multiple cancer clusters happening to people who live near toxic waste dumps are connected to said toxic waste. Especially not given our extensive experience with corporations sabotaging scientific inquiry. The problem here is that the government never takes the people's side, because it's not profitable, and the people just take it without doing anything to change it.
