It makes sense, too, because one of the goals is to reduce unemployment and jobs for unemployed residents will effect that stat more than jobs for immigrants will. Additionally, voters at risk of losing their jobs are one of the target demographics for such promises and plans.
Immigration can be very beneficial and is extremely important in US history and culture, but it isn't what voters are looking for when a presidential candidate makes promises relating to "American jobs," nor is what the candidates are referring to when they make those promises.
