    Hospital costs for operations and stays are what drives up health care costs in the States.

      It's not just that. Lots of people don't have insurance and don't pay - transient populations like the homeless or frequent flyers who can't pay appropriately also drive costs up.

      It certainly doesn't help that reimbursement has to be haggled. A governing body to set prices or at least price maxes and minimums for insurance provider reimbursement (or even just general oversight and legislation to push better reimbursement from insurance providers) would be helpful. Obamacare has helped in pushing everyone into having health insurance, but as long as there are uninsured, prices will be a lot higher than they need to be, because there simply isn't the user-base to help spread the costs.
