That sounds good in theory, but I feel like it wouldn't work in implementation. Fact is, people get offended when they get downvoted, even if the other person has a good reason. People shouldn't have to be scared of being shamed or stalked for a genuine downvote.
I thought about that too, but I feel like the positives outweigh the possible negatives. It's definitely unlikely to happen, though.
Though I would think it would work to have moderators have the ability to see who is downvoting. This will help catch serial downvoters.
