    The question Hello Games (or whoever makes this decision) is probably going to ask themselves is whether or not those people make up a large enough part of the customer base to justify spending more developer time on (in their mind) making free content; regardless of whether or not it was presented as being part of the product in the first place.

      There were 200k people playing on Steam when the game released. Peak today was 27k. The pool is shrinking.
