Well, of course silly! Patients cannot buy politicians, but pharma companies can. For more outrage go ahead and search for "companies that receive government subsidies" and variants in you favorite search engine.
We privatise profits and socialise losses.
One solution the article advocates, is to privatise research. This doesn't answer the main problem, that the ownership of patents taints the science. I think the only real answer is the opposite, government funding of development and testing of drugs that are the result of publicly funded research, and lowering the value or getting rid of patents on drugs,.
