I have definitely observed that, but never really thought to find out whether it was safe or not. I had heard that it was not safe several times, and I think that was compounded by reading "do not refreeze" on packages. I see now that those labels must have been attempts to prevent the damage it would do to the food, not to me.
The warning also exists to prevent people from refreezing food that was handled "improperly", such as being left out to thaw on a counter all day. For the example of a 2 lb pork roast or other large cut of meat, the center might still be frozen while the outside has had 4 hours or more at room temp to pomote microbial growth. Refreezing this product will not UNDO the potential for contamination. Thank American tort and liability law for the blanket CYA statments such as "DO NOT REFREEZE" haha.
Well, that's a myth I lived by my whole life!
