In a first, senators plan to introduce federal medical marijuana bill
In what advocates describe as an historic first, a trio of senators plan to unveil a federal medical marijuana bill Tuesday. The bill, to be introduced by Senators Rand Paul (R-Ky.), Cory Booker (D-N.J.), and Kirsten Gillibrand (D-N.Y.), would end the federal ban on medical marijuana and implement a series of reforms long sought by advocates.

Just legalize it and rake in the money.
I'm sure that would also drop their taxes from other goods like liquor and maybe even tobacco. But I'm sure they would rake in at least some extra money.
Legalizing anything and taxing it is always a win when it comes to generating additional cash, no worry about cannibalizing other goods there is always a lot of people that will do one thing but not the other, etc.
